STEPHANIE S. K. LEUNG
COMMANDER, U.S. NAVY
Commander Leung was born in Dallas, Texas. She received her commission
following graduation from the University of Florida in 1985. Her
first two assignments were in Washington, DC; first with the Chief
of Naval Operations (CNO) staff where she managed the World Wide
Military Command and Control System (WWMCCS) database; and next
at the Navy Operational Intelligence Center in Suitland, Maryland,
where she was a briefer for the Director of Naval Intelligence (DNI)
and later maritime intelligence analyst for the Russian Northern
Fleet/ Mediterranean/Black Sea.
In 1989, she transferred to the Naval Postgraduate School in Monterey,
California, graduating in 1990 with a Master of Arts degree in National
Security Affairs with an emphasis in Latin American Studies.
CDR Leung then reported for duty at the Fleet Intelligence Training
Center, Pacific, in San Diego where she qualified as a master training
specialist and served as the course coordinator for the Introduction
to Terrorism Intelligence course. She subsequently served as head
for the Operations and Support Department where she managed an operating
budget of more then $7M.
In 1993, CDR Leung transferred to Special Duty, Intelligence and
was assigned to Commander U.S. Naval Forces Central Command; Commander
Fifth Fleet, in Bahrain. During her time there, she held several
significant positions to include Tactical Flag Command Center Watch
Officer, Assistant Cryptologic Resource Coordinator, Fleet Support
Officer, and briefer to the U.S. Ambassador to Kuwait.
CDR Leung served as the first female staff intelligence officer
(N2) of Commander, Amphibious Squadron Four, home ported in Little
Creek, Virginia. She deployed with the USS Kearsarge (LHD-3) Amphibious
Read Group (ARG) to the Eastern Atlantic and the Mediterranean in
1997 where she was involved in three real world operations. Operation
SILVER WAKE (Albania) and as the assistant joint intelligence officer
(DJ2) during Operation GUARDIAN RETRIEVAL (Congo/Zaire), she was
responsible for managing and coordinating all aspects of the joint
intelligence collection effort and for the Cryptologic requirements
of the J2 and the Joint Task Force Commander. Afterward, she was
assigned as the J2 during Operation NOBLE OBILISK (Sierra Leone),
a series of three non-combatant evacuation operations of citizens
of the U.S. and 40 other countries. Twenty five hundred people were
evacuated in 5 days.
In 1998, CDR Leung was assigned to the Defense Intelligence Agency
in Washington, D.C. As the DIA representative to the Signals Intelligence
(SIGINT) Overhead Reconnaissance Sub Committee, she was charged
to ensure that the SIGINT needs of the unified commands were satisfied.
Currently, CDR Leung is the United States Assistant Naval Attaché
to Israel.
Her personal awards include the Defense Meritorious Service Medal,
Navy Commendation Medal (three awards), Joint Meritorious Achievement
Medal, and the Navy and Marine Corps Achievement Medal (two awards).
She has also received numerous campaign and unit citations including
participation in Operations DESERT SHIELD/DESERT STORM (Iraq), SOUTHERN
WATCH (Iraq), VIGILANT SENTINEL/WARRIOR (Iraq), MARITIME INTERDICTION
OPERATIONS (Persian Gulf), UNITED SHIELD (Somalia), RAPID RUNNER
(Burundi), GUARDIAN RETRIEVAL (Zaire), and NOBEL OBELIST (Sierra
Leone). In 1992, CDR Leung was one of 15 selected for the Navy League
Military Woman of Achievement Award.
CDR Leung is married to Victor Leung of Antioch, California. They
have three children, Samantha (6), Nicole (2) and Timothy.
